Issue 170: Non-English locales contain wrongly encoded characters

Steps to reproduce the problem:

Use monotone in a non-English locale. (Tested on Windows XP SP3)

Expected result:
----------------

Properly visible characters.


Actual results:
---------------

mtn: Bitte senden Sie diese Nachricht, die Ausgabe von 'mtn version 
--full',
mtn: sowie eine Beschreibung Ihrer Tõtigkeit an '
https://code.monotone.ca/p/mo
tone/issues/'.

("Tõtigkeit" should have been "Tätigkeit")

Output of `mtn version --full`:

With the introduction of the changelog editor this problem now also 
affects commits:

mtn: falscher Gebrauch: konnte Zeichenkette nicht von ASCII nach 
UTF-8 konvertieren: 'Initial setup
mtn: falscher Gebrauch:
mtn: falscher Gebrauch: *** ENTFERNEN SIE DIESE ZEILE UM DAS 
EINPFLEGEN ABZUBRECHEN ***

(read: could not convert string from ASCII to UTF-8)
