Cert names and values cannot contain "_", but 
"-" is valid.  File attributes, on the other hand, can 
contain "_", but trigger an assertion error in basic_io.cc 
if they contain "-".  Need to find oddnesses of this type 
and write them down.  Or reduce the need to write them down by 
rationalizing naming requirements.
